I have applied and will let the list know how I get on.  I already put in the 
necessary 4mm2 cable and 32A RCB during my self-build specifically for an EV 
charging point so it will be a simple job for them.  A nice feature to have - 
if it really is free or very low cost - and a nice (house) selling point when 
the time arrives!
