Yes, all chinese 120/240 chargers I have seen come with 120 plugs.  You 
can put together an adapter to supply 240vac.  I like to put 240 plugs 
on the chargers and then use an adapter to use on 120 since most of my 
charging is done at 240.  I carry the adapter around with me in case 
of need to opportunity charge at 120.

Beware of chargers that do not automagically use either 120 or 240 but 
must be switched.  You will likely burn something up if you supply 240 
when switched for 120.
