Hi Steve,
You can buy a brand new shaumacher se-1072 for a little under $200 if you shop
around. It's easily my favorite low budget charger. As far as the controller,
I think you will have a hard time finding an Alltrax 72 volt under $400. I'm
not sure exactly what low budget is for you on this car, but ~$600 is as low as
I see you being able to do this without some serious donations :)
