I should point out that outdoor AC outlets have common since well before WW2 in the northern parts of the US. They were put there for ICE block heaters and starting battery chargers. It is routine to see them everywhere I've lived; in NY, MI, and now MN.

Yes, vandals will occasionally attack them. But they are so common that it's a rare occurrence. They aren't "attractive nuisances" -- they look exactly like every other 120vac 15a receptacle.

Suppose there were no public garbage cans. Then the very first one installed gets "noticed", and might be senselessly attacked by vandals. But once they are everywhere, they no longer get noticed, and so are (largely) left alone.
