Ugh. Sounds like someone who doesn't appreciate being expected to use an EV, and wants to wreck it any way he can. :-( Could you devise something that checks the motor rpm and/or road speed, and inhibits reversing the contactors unless it's zero? I'm no engineer, but maybe you could open the armature circuit and measure armature voltage. Residual field should be enough to generate at least a little voltage unless the motor is stock-still, no?
