But, I don't think it changes the numbers.  Someone with an EV that lives
in any single family detached house with or without a modern 120v NEC
approved outdoor outlet will find a way to plug it in.  Even if it is a
heavy duty extension cord thorugh a window, they still have the means to
charge at home... at least to the extent of my point, and that was the
locations of refueling options.

Not disagreeing with you though, your point is WELL taken.  I just
installed a new outdoor outlet at my 90 year old house this weekend
because the old "extension cord option" was just not pleasant.
