I am not sure what precipitated that comment, but there is a Malthusian effect that is fundamentally more at play now than some time ago - before there was a need for people who like a clean nest. 18th century stuff.
There were certainly people lamenting the conditions of London, Birmingham, Pittsburgh and so on after 1800. They simply had different pejoratives to describe them.
