In essence that’s what you get. It’s a little bulky but most cars come with the EVSE for 110v/12amp and a standard wall plug so you can charge most anywhere there is a plug. The issue is with the higher power EVSE’s that need the feedback circuit to determine how much current the car is going to be allowed to draw. However that does not preclude putting the cable and J1772 plug on the car and the socket on the EVSE which would have made a lot of sense but might be hard to change now. I think in Europe the Mennekes charger standard works that way though I am having trouble finding a specific reference.
