Do you also get a building permit when you buy a new toaster oven?
There is no such thing as a building permit or even a required UL
certificate for an appliance.
So, if you simply plug the EVSE into an outlet (not hardwire it) then
you are fine building it yourself and using it, if you don't agree then
please show the law that requires it.

These units are not UL approved and cannot be installed in any bay area
where
the code requires it. There have been a couple of fires caused by the
charging station which will not be covered by insurance
since no building permit was obtained. Be warned.
