You are correct about the no permit required if not hard wired; however, after a fire, I would not argue with the local inspection because the codes give him a lot of freedom. I know. Been there done that.

So, if you simply plug the EVSE into an outlet (not hardwire it) then you are fine building it yourself and using it, if you don't agree then please show the law that requires it.
