I think you want to do 2 watts / 8 volts = 0.25 amps as your maximum....the 2 watts / 30 volts = 0.0667 amps is your minimum.

If John is running it at 12 volts, it would be 2 watts / 12 volts or 0.16 amps (160 mA).

However, the "2 watts" is probably the important piece of information here, although that may be a maximum draw amount.
