Made in China, I'm guessing.  So are the yellow NiCd cells sitting on my 
desk right now, the ones stamped "300 mah" that came out of brand new dollar 
store garden solar lights.  One delivers a bit less than 120mah, the other 
barely 90mah.

These vendors have no shame.  They'll write anything on the spec sheet as 
long as they can get your money with it, figuring that some percentage of 
their customers will never bother to test the cells' actual capacity. 

If you do test the cells you get, good luck getting a response from the 
vendor.  Why should he care?  There's a long line of other bright-eyed 
cheapskates right behind you, ready to hand over their cash too.
