The only way to get the sellers to quote accurate numbers is by making it more 
painful to overstate their numbers than to quote the actual lower numbers.
I have regularly ordered USB power banks with wildly exaggerated claims, some 
promise a small cell phone size device with 200,000mAh capacity.
So, I order one, measure the actual capacity and then file a claim for “article 
not as advertised” which means that seller needs to compensate me.
That way I have several very cheap, some even free, USB power banks.
And I push back against sellers who engage in false advertisement.
If enough people do this, no seller will want to mis-state their numbers, due 
to their losses in every claim.

Made in China, I'm guessing.  So are the yellow NiCd cells sitting on my 
desk right now, the ones stamped "300 mah" that came out of brand new dollar 
store garden solar lights.  One delivers a bit less than 120mah, the other 
barely 90mah.

These vendors have no shame.  They'll write anything on the spec sheet as 
long as they can get your money with it, figuring that some percentage of 
their customers will never bother to test the cells' actual capacity. 

If you do test the cells you get, good luck getting a response from the 
vendor.  Why should he care?  There's a long line of other bright-eyed 
cheapskates right behind you, ready to hand over their cash too.
