Last year, I bought a few of those "9000 mah" lithium cells off of eBay.
I KNEW the capacity was no where near that but I figured I'd get a
neighbor to test for me (he has a test setup to cycle cells) and I'd
report the true capacity and likely get a refund. Sadly, my neighbor
did not get around to the project for several months and I lost my
opportunity for a refund. It was not a significant amount of money,
perhaps around $10 for four cells. They did test to about 1000 mah, as
I recall.
I've bought, and had tested, a large number of surplus hoverboard packs
that are supposed to have about 2.2 or 2.4 ah cells. Those all have
tested to very near advertised capacity.
My advice is to be VERY skeptical of cells advertised to be near or
above 3ah.
These vendors have no shame. They'll write anything on the spec sheet as
long as they can get your money with it, figuring that some percentage of
their customers will never bother to test the cells' actual capacity.
If you do test the cells you get, good luck getting a response from the
vendor. Why should he care? There's a long line of other bright-eyed
cheapskates right behind you, ready to hand over their cash too.
Buying off of eBay gives you pretty good protection if you make a claim
soon after purchase.
