No, they're not going to kill it. They want to *control* it; to monopolize it and profit from it.
It seems like their model is to promote large wind and PV "farms" that they own or control. These "farms" will be treated like any other power plant. The utilities get all their power (at whatever price the utility wants to pay). The utilities then resell that power (for a profit) to their customers.
