Other areas don't turn off power on purpose. Power outages are due to weather
conditions blowing down lines not the power company turning it off.

People who live in places that routinely experience bad weather (high
winds, hurricantes, ice storms, tornadoes, etc.) know that occasional
blackouts are the norm. Unless you spend an unreasonable amount of
money, power lines are always vulnerable to such things.
How reliable is the power in southern California? How many outages per
year does the average person see? Are these recent shutdowns unusually
long or frequent, compared to other parts of the country?
Where I live in central Minnesota, we have 4-6 blackouts a year, probaby
totalling 20-40 hours a year.
