As far as I know, the only currently available "electric vehicle" option with a 
rated towing capacity that is cheaper than the base model Cybertruck, is the 
Mitsubishi Outlander PHEV.  It's rated to tow up to 1500 lbs, however it's EV 
only range is 22 mile when NOT towing, probably only 12-15 when towing.  This 
vehicle costs about $3000 less than a base model Cybertruck.

Quick review on tow ratings:  How much a vehicle can safely tow depends on a 
number of factors, one of the most important of which is how fast are you going 
to go.  In most countries (other than the USA) they have lower speed limits 
when towing than when not towing, which is why many vehicles in Europe, 
Australia, etc. have tow ratings, when the exact same vehicle in the USA says 
"not recommended for towing."  This is because in most parts of the US you can 
tow as fast as you can drive and since, in some areas, you can drive at 90 mph.
As far as I can tell, there is no where in the USA where it is against the law 
to tow with a vehicle that is 'not recommended for towing', and since insurance 
is designed to cover you when you do something stupid....

While the gas powered Hyundai Kona is 'not recommended for towing' in the USA, 
it's rated to tow up to 2800 lbs in Australia.  The Electric Kona is the same 
basic vehicle as the Australian one....
Lots of people tow with the Kona EV.

The Kona EV as about the same range as the base model Cybertruck and costs 
almost $2,000 less.  Of course the Kona doesn't have a bed.  On the other hand 
it's available (in some areas) now.
