There are a lot of Chevy S-10 conversions floating around (most originally Lead Acid batteries, some converted to LiIon) if you are willing to buy a used conversion.

Except for NEVs and Chinese vaporware, I haven't seen anyone announce an EV

You'll probably have to DIY to get something cheaper.  Perhaps pickup a wrecked 
Chevy Bolt for parts and transplant them onto a 1980's Toyota pickup, etc.  
I've been thinking of doing something like that with an old 4runner I have.
