This seems to be SOP at least at Leaf/Nissan stealers. A high diagnosis fee sells more repairs since they credit the diagnosis fee to the repair (if done by the stealer). I've had no such experience with Tesla.
A neighbor had a Leaf with a bad charger and could charge only via chademo. $600 to diagnose and $5k to replace (or some impressive number). He paid the $600 and ended up buying a portable 240vac input chademo charger for around $3k. Incidentally, the chademo charger would not charge a Tesla.
Take away: make every effort to avoid taking an out of warranty Leaf to a stealer.
