Outside wheel diameter should not change much from original, if the rim+tire are matched appropriately.
If the outside diameter shrinks, the apparent range may go up (as each 'mile', measured in x# of wheel rotations, becomes shorter.) The same thing happens when new tires are put on any vehicle...apparent mpg will take a hit as new tires have a larger diameter than worn tires. What usually does happen with smaller rims, is a taller, narrower tire is used. This reduces frontal area, which also reduces air resistance. Wheel weight may change. Rim weights vary with style and material. Smaller rims of a particular style, using the same kind of metal, should weigh less. The rubber weights can also be expected to change.
