Sure, IF you switched to smaller wheels but kept the same profile (height) 
of tire.  

But who would do that?  You'd fit higher profile tires to the smaller-
diameter wheels.  Then you'd have the same, or nearly the same, total wheel-
and-tire diameter as before.  

Depending on wheel size, a 2018 Tesla Model S may use 3 different tire 
sizes.  Look at the diameters of each combination:

19" wheels - 245/45R19 tires - total diameter = 27.7"
20" wheels - 245/40ZR20 tires - total diameter = 27.7"
21" wheels - 245/35ZR21 tires - total diameter = 27.8"

>From smallest to largest wheels, you're talking about a 0.36% difference in 
diameter, and thus in odo and speedo calibration.  That's negligible.

The weight and aero resistance of a vehicle's wheels absolutely DO make a 
difference in range and energy consumption.  Lee's example of his friend's 
car shows that it can be a pretty substantial one.  

If you really want to make the most of the energy in your EV's battery, you 
don't use the ludicrous oversized wheels you find on Teslas and nearly every 
other expensive EV.  You use wheels more like the ones in these photos:

Now THOSE are cars and wheels actually designed for efficiency, not for 
"macho" looks.  The wheels of the last two examples still aren't quite as 
smooth as they should be, but they're worlds apart from the heavy, brutish 
wheels that Tesla and the others use today.
