The idea of fencing off the lane was not to keep the autonomous vehicles in, 
but rather to keep the non-autonomous vehicles out.  

Vehicles riding on rails are notoriously bad at dodging obstacles.  Even just 
stopping can be an issue if you have 100 trucks driving nose-to-tail to reduce 
aerodynamic drag.  The best way to avoid both of these issues is to keep the 
obstacles OUT of the lane, as much as possible.

The biggest impediment to FSD is not the technology, but rather having to deal 
with the unpredictable nature of humans (and animals to a lesser extent)
