The idea of fencing off the lane was not to keep the autonomous vehicles in, but rather to keep the non-autonomous vehicles out.
Vehicles riding on rails are notoriously bad at dodging obstacles. Even just stopping can be an issue if you have 100 trucks driving nose-to-tail to reduce aerodynamic drag. The best way to avoid both of these issues is to keep the obstacles OUT of the lane, as much as possible.
