One reason so many US variants don't allow towing: Liability. If they say it will tow 1500lbs, and you have some kind of incident towing under 1500lbs, you will sue them.
Yes, as long as you have a safely installed and engineered hitch system, and you don't do dumb things, every car can tow. I tow my boat with the Tesla Model 3, You can't even tell it's back there until you look. (though it does take a good range hit).
