In 2012, Tesla offered 60 and 85kwh batteries. Most were 85. Today, the largest is 100kwh (in S and X). Most sales are Model 3s/Ys which, I believe, have 57kwh batteries. The increase in S/X from 85 to 100 (rumored to soon be 110) was achieved by energy density increase, not from increased size or weight. Tesla's notable range increases have come from improvements in car efficiencies. I believe Tesla has about 1/2 the EV market. Though the EV market size could be gauged by number of vehicles, total value of vehicles, total battery capacity, or other. The average battery capacity of Teslas has decreased over the period.
CALB wants the same price for their prismatic  cells today as they did
when I bought mine 8 years ago.

The hobbyist market is now tiny compared to OEM. CALB has no hope of growing their hobbyist market and therefore are not concerned about lowering prices. The hobbyist use from the far more cost effective recycled market has grown tremendously. So, yes, hobbyist battery costs have drastically declined.

Sunday Morning TV show Full Measure yesterday had a very good story on battery recycling and the guy behind http://bigbattery.com. IMHO, Full Measure has become about the most relevant of media offerings.

I would guess that lower battery costs are at least in part a result of
economies of scale.  That's happened because sales of EVs have increased
markedly, especially in Europe.  Surprise!  Incentives work.

Do any major European or US automakers use Calb, or for that matter, any
other brand of LiFePO4 batteries?  Who or what exactly does use LiFePO4?

Tesla is using some LFP but only in China.  So far.
