I haven't paid for SuperCharger use in a long while but a couple of years ago, fees were quite reasonable. Where allowed, energy is metered at some small multiple of retail rates. I found typical charge cost for around 100 miles to be around $5 in USA.

Tesla HAS supplied a few J1772 charge stations with SuperChargers. You can't really expect Tesla to support other, inferior, fast charging protocols.
