Today was the first time I've had chance to use the Electrify America EVSE in
San Jose. I used a credit card for the payment. Couldn't get it to work for the
life of me. I then called in and they said that the cable & connector are known
to be too heavy for the car's outlet that after activation I'll need to hold up
the cable & connector slightly until the charging begins. That
worked...but...it stopped charging after ten minutes. I came back 45 mins later
and there was an idle (parking) charge on my bill which starts ten minutes
after the charge is finished. I then called that in and they couldn't retrieve
the session going up two tiers of support. In the end they canceled the idle
charges but still dumbfounded to find the session in their logs. I have no
receipt or record of the session except the cost per kWh for the charging
session. Now, as a person with a disability and disability advocate there is an
obvious physical barrier of use here. Currently, nationwide under ADA if a
person with a disability pulls into a gas station (inc self-serve) they can
request an attendant to pump for them. It's the
law.https://www.ada.gov/gasserve.htm

Being that the only public access for an EV is a free-standing EVSE on private
property that is regulated under ADA for physical access on approach to the
station an accommodation would need to be provided for actual handling of the
device, too.

Physical barriers don't just mean removing of obstacles. If a person with a
disability can't manage to operate the device then no accommodation exists.

I thought this was important.  The above concerns should be shared with other
EV interested groups.
