Should be fairly easy to build.

The simplest form would just require a relay and a push button. 

Or you could get fancy and add an ETS-8266, 3.3V or 5V power supply (Cell phone 
charger would work) and a relay control module. Would cost you less than $20 
and then you could control it over your home's wifi.

You could also use an OpenEVSE: https://store.openevse.com/  
It already has buttons and Wifi so all you'd need to do is add some extra 
programming to start charging based on button control, or over Wifi.
