For the most part, at least here in California, the investor owned utilities largely are not allowed to plan (or more accurately to spend) for the future. In really short summary, the concept is that rate payers today should not have to pay for future projects. That is an insanely simple explanation of a very complex process, but it's a fairly accurate summary.
