The point is to not prefer one but to wait for more evidence or better theories. Science, unlike practical pursuits, doesn't require a decision.

deciding to act.

I always saw that any intelligent agent might stall forever before deciding on SOME things. But decisions about acts include the cost of not deciding which is usually non-zero and time-dependent.
