It is interaction with something with lots degrees of freedom (like an instrument or the environment) so that there are many instances of the result recorded.  A measurement is one such event, but it doesn't have to be a measurement; compare the Bucky Ball Young's slits experiment.  The interference is washed out when the interaction makes the welcher weg available even if it is inaccessible FAPP.
