Yes, bu Carroll's argument depends on the observer's self-location
uncertainty in the split second between the interaction and the decoherence
stream reaching him, or his consciousness. I don't really like the idea
that Carrol re-introduces the observer in an essential way into a theory
that is supposed to get rid of all reference to observers.
