If the pre-inflation universe was a vacuum in the absence of particles, I don't think thermal equilibrium applies to it. This is not fine tuning AFAICT. OTOH, for the reasons outlined in my last post to LC, the parameters such as the SoL, the size of the universe during inflation, and the fact that it was causally connected throughout, suggests that thermal equilibrium DURING inflation is a possibility which must be considered.
