But they determine what theories are wrong.  Most of Sabine's essay is incoherent.  She makes up examples in which someone predicts many contrary results, as though that's an example of prediction by a theory.   Then she says the important thing is "explanatory power", but neglects to point out that "God did it." has perfect explanatory power.
