With Mechanism, there is no universe, and thus no Boltzman brain per se. But there are a sort of equivalent in arithmetic. Yet, they don’t play any role in the measure on all computational histories, although the details for proving this are rather tricky, and again involves the full theology of the universal machine (the provable and non provable (by a machine) consequence of Löb’s theorem for itself). Maybe I will send some summary, or a copy of some of my post on Facebook.
