Hi, you can propose new feature requests at: https://gitlab.gnome.org/GNOME/evolution/issues/new though for the 1) I'm not sure how the UI would be done. A similar option to "Send encrypted, but store decrypted in the Sent folder" would make similar job, as both scenarios void the encryption purpose.
