I think it's a published fact that you can expect at least a 10% bloat when you move mailboxes to a new server. That has bitten us a couple of times. I just read an article that recommends that you increase your mailbox storage limit by 10% before the move, warn the people, and give them 2-3 weeks to trim their mailboxes before putting them back down to the old limit.
