I have a query with your proposed plan in that I have some Microsoft documentation that states that you must first upgrade Exchange to 2003 before you upgrade Windows to 2003. I'm concluding from this that Exchange 2000 doesn't function to well on Windows 2003. You may be able to upgrade the domain controllers to 2003 prior to doing the Exchange server. I am also looking at doing this in the very near future, so I'll be following this post to see if any gotchas have been discovered.
