It seems to work fine, no errors that I can see in the event viewer ... the students at this test high school can send mail amongst themselves on the restricted server but cannot send mail out or receive mail .. I know that's not what you want to hear. May I recommend you just tell them that they can't send mail to anyone outside their class and enforce the problem administratively?
