Yes you can restore just the public folders, I have done that a bunch of times. Normally you should create a separate AD for the recovery environment (you could get away with doing it in the same AD if you were only recovering a single mailbox). I am afraid that in case of recovering PFs, the recovered PF store is going to start replicating with the other servers' PF stores and it could get messy. Just build a separate AD, what's the big deal?
