It looks like there is a firewall between your Exchange server and user's PC and it is blocking UDP frames from the server to the client. Exchange server uses UDP frames to let Outlook know that new mail has arrived so that Outlook would refresh its view.

As much detail as possible would probably involve reading "Inside MAPI", which is a good book generally, though out of print and not something the typical administrator needs to master for day-today operations.
