Did they upgrade the organization to Exchange 2003 Native mode? If not, then just install an Exchange 2000 server and move mailboxes. Your organization will be Exchange 2003, but you won't have any of the features. If they did, you're looking at a tear-down and reinstall.

As a result the customer has either got to fork out several 1000 GBP for 2003 lcenses or, as requested by the customer, downgrade to Exchange 2000.
