Is it possible that this user is hitting a GC that the Exchange server doesn't talk to directly? Such as a user at a site with a GC, but coming to a central Exchange Server? If so I think there are some issues editing DLs in that fashion.

I have given a user permission to manage a dl (Manage By Tab on the DL Properties). Both the DL and user belong in the same domain. However when the user tries to modify the membership of the dl, the user receives this message, "Changes to the distribution membership could not be saved. You do not have sufficient permission to perform this operation on this object". Why does this occur? How can I fix this?
