Try locking down the speed on your NIC and switch.

Subject: Veritas Backup Exec 9.1 backing up Exchange 2000
I have an issue with one of our BE servers. All of a sudden (a month or so ago) the backup for Exchange started running at 5MB per minute. Backups on other remote servers are fast. Its almost like the remote agent isn't working, but I know it has to be since it allows me to backup Exchange. Its slow backing up anything on that server. I removed and reinstalled agent with no luck. Has anyone seen this before?
