I found this problem and a workaround , I thought I should share with this list , 
someone may benefit by this:

Problem: If you are running Outlook 2000 in Internet E-mail mode and have installed 
McAfee Enterprise 8.0i , Outlook hangs and only way to come out of this hang is to 
kill it using Task Manager , additionally you can not send or receive e-mails 

Workaround: Under Mcafee's Port blocking option , either uncheck for the Port 25 block 
option, or edit that rule and add under exception "MAPISP32.exe"  not to be processed 
by this port blocking rule. 

I called McAfee and reported them this as bug , hopefully they will have a fix soon, 
though the techie didn't even want to hear this workaround and kept saying just 
disable E-mail scan option from "On Access Scan" while I kept saying "No, that doesn't 
help, this work around helps" . Oh ,well!!
