OK; this might skip a couple of steps, but I think it's close. Like I
said; it took a lot to get it working.
First, I had to change the rate plan that was being used. Cingular's
normal service provides data connections, but only over a subset of
ports for WAP browser connections. In order to access my VPN ports, I
had to add on the "data access" plan. 1st level support didn't even know
about it. I was on about call #10 to support and got PO'd at the level
one support rep who basically said "I know everything there is to know
about our cell phone service, and we can't do that". I told her I wanted
to speak to a supervisor, which set off a big argument. Long story
short, the supervisor knew exactly what I needed and signed me up right
then. It's like an extra $70 a month or something. She also referred me
to a developer site at cingular
(http://alliance.cingularinteractive.com/dev/cda/home), where I found a
doc she told me about. It's

and%20Software%20Settings.pdf.
That provided me with the correct plan and settings to be able to
connect via a VPN connection.
Setting up the VPN connection: Start, settings, more, data connections,
menu, edit connections, vpn connections. Connects from the internet, to
work. Set up as you would a normal VPN connection.
Edit your GPRS connections as per the doc. This is where you need to
fool around a bit. I set up a second connection using the information in
the document, and kept one pointing to the normal WAP internet,
otherwise I couldn't browse other WAP sites. In a nutshell, one GPRS
connection for internet, one for VPN and WAP. My data connections ended
up being Internet connection:auto;Work Connection:Second GPRS; WAP
Connection:Second GPRS; Secure WAP Connection:auto. Not intuitive. I
found that once I could get to my company intranet, I could then
configure the active sync and get to my mail server.
You will also need to set up work URL exceptions for your domain under
data connections. In theory, when the phone tries to connect to either a
single-hostname server or a FQDN that's on the exception list, it will
go through the VPN connection.
By monitoring my firewall logs, I could tell when the connection was
finally being made.
This was a significant amount of work. I am considering downloading the
SDK and working with the simulator to see if I can fully document the
process. IF I can do that, I'll probably try to sell it to Cingular. :-)
IF not, I'll register cingularsucks.com and post it there...

I never did get OMA working. I can't connect to it with a browser; same
error someone else had posted about. Since I'm the only one using it, I
haven't burned too many cycles yet. I'll probably call PSS at some point
and see if we can fix it, but since I can make a secure connection via
my VPN, I don't see much point in opening OMA.
