I guess what I was getting at (while using ExMerge is certainly an option)
is that you can only exmerge a database that is mounted, which means users
are online accessing the dial-tone database most likely while you are
running exmerge.  In that design there is the risk that you will lose some
data that has changed between doing the exmerge on an individual mailbox
before you get a chance to bringing the server offline to replace the dbs
with the restored ones.

Generally the best option is to take the mail that your have restored in the
recovery group and use the tools that come with the Exchange 2003 SP1 to
import the mail into your live dial-tone database.  This way you avoid that
risk of losing data.

freshly moved databases (which are obviously much larger).
