My general troubleshooting techniques for problems of this type are to fire up Filemon, Regmon, Procexpnt (all from sysinternals.com), and Ethereal and see what shows problems. 9 gigs and 31 hours locally indicates a pretty significant problem. When you say locally, do you mean the backup device is on the exchange server, as in a SCSI tape drive, or do you mean on the local LAN? I would assume the latter; if the former, you've got problems on that box. My 18 gig IS takes about 2 hrs to back up to a remote backup-to-disk file.
I would suggest taking a hard look at name resolution traffic and ARP traffic with Ethereal. I've seen some interesting network errors sometimes... :-) Also, look back at what changed just before this started happening. Any recent patching, updates, switch/router config changes? Any event log entries that can't be explained?
