Ok. I found the KB article... for future reference in case anyone else has this problem, the solution is to delete the "Outlook Address book" service from the tools->Services menu (NOT the "addressing" menu as I had tried earlier) then log out and back in. Re-add the Outlook Address book, log out and back in, then finally, add your contacts as an address book. That seems to fix it. Not sure why.
