The first thing to try is to refresh the profile because Outlook can get stuck on a nonexistent public folder server. Go into the profile settings, delete the last letter of the name and click Check Names. Please note, however, that this dialog can almost literally be caused by anything in the data path between Outlook and the server's storage system.
