Get him to check via OWA, there may be a problem with the outlook client
, so using another client (OWA) helps you to idenify the problem.

Additionally of you are using Outlook Cached mode there may be a delay??
We don't use cahced mode so have never seen such a problem. 

One thing I have seen is the message arrives in the inbox, but is not
"shown" in the inbox window. Getting the user to hit ctrl-home takes it
to the most recent record (assuming sorted in time order, descending)
and vola! There is the email!

The best suggestion so far is to give yourself rights to the mailbox so
you can see what is in there (as has already been suggested) in giving
yourself these rights it may take a couple of hours before you can gain
access (typicl exchange "feature")

Since I do not have their passwords to log into their box is there
another way I can check it. I really would rather not be calling a
branch manager a liar or doubt him to his face. It may not be the best
job going but it is the only one I have at this time.

One quick easy thing to check to narrow it down...are you running OWA?
Log into their boxes and see if they show up there.
